The Brexiteer's failed bid will come as a cruel blow to Downing Street, which had thrown the full weight of Britain's diplomatic efforts into securing Dr Fox the post.
Ngozi Okonjo-Iweala, of Nigeria, and Yoo Myung-hee, of South Korea, are set to proceed to the final round of the selection process, according to sources, putting the Geneva-based body on course to appoint its first female director-general.
